Will the Minister make a statement on the number of dwellings expected to be built by councils this year?

According to Business Plans submitted to Welsh Government by the 11 stock-retaining authorities, they intend to deliver 425 homes in 2019/20. With the removal of the HRA borrowing cap, we expect councils to step up to the challenge to build at pace.

Will the Minister outline how the Welsh Government plans to improve public awareness and participation in the section 106 process of the planning system?

A section 106 planning obligation is a legally binding contract between a developer and a local planning authority. An up-to-date adopted Local Development Plan provides the opportunity for the public to inform the scope and scale of infrastructure and finance required through s106 agreements.

Will the Minister make a statement on planning policy as it relates to common land in Wales?

Planning Policy Wales sets out the importance of common land which is a material consideration in the preparation of Local Development Plans and the determination of planning applications. Local planning authorities need to consider common land within their green infrastructure assessments when preparing polices for their Local Development Plans.

Will the Minister make a statement on the Welsh Government's actions to lower emission levels in South Wales West?

As I made reference in my statement yesterday, tackling air pollution across Wales, including South Wales West, remains a top priority for the Welsh Government. I intend to consult on our Clean Air Plan for Wales in the autumn and set out action across all sectors to improve air quality.

How will the introduction of Lucy's law relating to the regulation of puppy farming in England affect rural Wales?

The banning of third party sales of puppies and kittens in England is a welcome step forward in addressing welfare concerns at breeding premises throughout the UK. The Welsh Government consultation on third party sales was launched earlier this year. I will publish a summary of responses by 9th August.

Will the Minister provide an update on support for farmers in South Wales West?

The Welsh Government will support the farming industry in South Wales West, as in all parts of Wales, to become more profitable, sustainable, resilient, and professionally managed.  Over 2,700 businesses in the region have signed up to Farming Connect, a vital element of our support to farming, food and forestry businesses.
