Will the Cabinet Secretary provide an update on ambulance response times?

I was encouraged to note August’s response time performance to the most serious 999 patients was the best in 13 months. However, there is much for health boards to do in reducing long ambulance patient handover delays to free up crews to provide more timely responses.

What steps is the Cabinet Secretary taking to improve the management of patient referrals for treatment outside of Wales?

Health boards are responsible for the provision of care for their population. This may require commissioning activity that is outside of their local health board areas. This will be undertaken with the joint commissioning committee where appropriate, ensuring access and clinical need is achieved.

Will the Cabinet Secretary make a statement on waiting times for the treatment of gynaecological cancers in Cardiff North?

In July 2024, 78.6 per cent of people on the gynaecological cancer pathway in Cardiff and Vale University Health Board started treatment within 62 days from the point of suspicion, with a median wait of 54 days.

The health and care quality standards set the expectation that everyone should attain their full potential for a healthy life which does not vary in quality by personal characteristics, such as disability. The standards issued under the duty of quality ensure equality and human rights are embedded into our healthcare system.

What input has the Welsh Government had into planning processes around the proposed development of the deep-space advanced radar capability (DARC) in Pembrokeshire?

DARC is at an early stage in the planning application process and Welsh Ministers have not been involved in planning procedures relating to the proposal. Any planning application for the proposed DARC facility would be submitted to Pembrokeshire County Council, the relevant local planning authority.

What steps is the Welsh Government taking to make Welsh exports more carbon-neutral?

Business Wales supports businesses, including exporters, on their resource efficiency. They are encouraged to sign the green growth pledge, committing to reduce their carbon footprint, including efficient transport and logistics. Through the export action plan, we have also established a dedicated export cluster for the clean energy sector.

What guidance does the Government provide for local authorities on considering the needs of people with disabilities when preparing spatial plans?

The public sector equality duty requires public bodies to assess the impact of policies on different groups to ensure discrimination does not take place; this covers the planning system. Planning authorities must set out in their development plan an integrated strategy that describes how they will facilitate and promote accessibility for all.
