1. Introductions, apologies, substitutions and declarations of interest

I would like to welcome Members to today's meeting of the Children, Young People and Education Committee. I would particularly like to welcome our colleagues—Delyth Jewell, Alun Davies, Heledd Fychan, Laura Jones, Carolyn Thomas and Lee Waters—from the Culture, Communications, Welsh Language, Sport and International Relations Committee. They will be joining us under Standing Order 17.49 for the technical briefing on the Welsh Language and Education (Wales) Bill. The public items of this meeting are being broadcast live on Senedd.tv. A Record of Proceedings will be published as usual. The meeting is bilingual and simultaneous translation from Welsh to English is available. There are no apologies. Before we go on, I would like to place, on the record, my thanks to Heledd Fychan MS for all her hard word on the committee, and to welcome Cefin Campbell to the committee. Os caf i hefyd, mae'n bwysig fy mod i’n datgan diddordeb pan fyddwn ni'n trafod y Bil addysg Gymraeg, achos mi fues i yn rhan o ddatblygu’r Bil fel Aelod dynodedig fel rhan o'r cytundeb cydweithio rhwng Plaid Cymru a Llywodraeth Cymru. Er bod y cytundeb wedi dod i ben cyn bod y Bil yn dod i ddiwedd ei gyfnod o'i ddatblygu, mae'n bwysig fy mod i’n datgan fy mod i wedi bod yn rhan o'r trafodaethau am y rhan fwyaf o'r amser pan oedd y Bil yn cael ei lunio fel drafft. If I may, it's important that I declare an interest when we discuss the Welsh education Bill, because I was part of the development of that Bill as a designated Member as part of the co-operation agreement between Plaid Cymru and the Welsh Government. Although the agreement had come to an end before the Bill come to the end of its period of development, it is important that I declare that I was part of the discussions for the majority of the time when the Bill was being developed as a draft Bill. Thank you.
