National Assembly for Wales

To propose that the Senedd:

1. Notes the proposal for an NHS first Bill.
2. Notes that the purpose of the Bill would be to:
a) increase, wherever possible, the delivery of waiting list initiative surgeries and clinics within the NHS, rather than through the private sector;
b) require all health boards to seek and develop costed plans for additional clinical activity from departments within their own organisations before entering into contracts with private providers;
c) establish a presumption in favour of NHS-led plans over private sector provision in efforts to reduce waiting lists;
d) provide NHS clinical leads with the authority to refuse private provider proposals where they are considered clinically unsafe or lack appropriate follow-up arrangements; and
e) introduce a duty on health boards to transparently publish data on the use of private sector provision.

To propose that the Senedd:

1. Notes a proposal for a Bill to establish a statutory school support staff negotiating body.

2. Notes the purpose of this Bill would be to deliver a fairer deal for school support staff by setting up a new statutory school support staff negotiating body, with year-round pay and access to professional learning as its first priorities
