Tabled on 28/01/2025To propose that the Senedd:
1. Welcomes the ceasefire in Gaza.
2. Regrets the devastating human impact on Palestinian and Israeli civilians as a result of the conflict in the Middle East.
3. Reaffirms
a) the Senedd’s condemnation of Hamas’s attack on Israeli citizens of 7 October 2023 and Israel’s military response on the people of Gaza, contrary to international law; and
b) the Senedd’s support for a permanent ceasefire, the allowing of humanitarian organisations to reach those in need, the return of all hostages, and a two state solution in order to ensure a peace in the region.
4. Supports the launch of the DEC Cymru Middle East appeal to which the Welsh Government has donated £200,000.
5. Notes
a) the International Court of Justice’s 2024 rulings which confirm the unlawfulness of Israel’s occupation of both Gaza and the West Bank;
b) the International Criminal Court's arrest warrants issued for the Israeli prime minister Benjamin Netanyahu, former defence minister Yoav Gallant, and Hamas leader Mohammed Deif, for alleged war crimes relating to the Gaza war; and
c) the letter sent by the Future Generations Commissioner for Wales to the First Minister which states that the situation in the Middle East demands our continued attention and action in line with our our statutory commitments to be a globally responsible nation under the Well-being of Future Generations Act.
6. Calls on the Welsh Government to ask the UK Government to suspend all arms exports to Israel.
7. Calls on the Welsh Government to:
a) ensure all Welsh Government activities, partnerships, and procurement practices are fully aligned with the Well-being of Future Generations (Wales) Act 2015, and thus provide no support for companies or activities implicated in any unlawful occupation or military action;
b) ensure all public bodies conduct an urgent review of public sector pension investments to ensure they are ethical and sustainable; and
c) establish a framework for its partnerships with businesses to ensure no direct or indirect support for any illegal military, occupation or apartheid practices in line with Wales’s commitment to global responsibility;
d) explore how it can further support humanitarian efforts in Gaza; and
e) ensure that links between Welsh and Palestinian civic and cultural groups are forged and promoted as part of its international strategy.
