Tabled on 11/01/2024To propose that the Senedd:
1. Notes that:
a) the UN’s 2nd Sustainable Development Goal is to eliminate hunger by 2030;
b) Zero Hunger as expressed in the UN Sustainable Development Goal is a universal goal, applicable to all countries including Wales;
c) achieving this goal by 2030 is a major undertaking which will require renewed and concerted cross-governmental and cross-societal work;
d) the Future Generations Commissioner has observed that:
i. high food prices mean one in five people in Wales are hungry, disproportionally affecting more disabled people, Black, Asian and minority ethnic people;
ii. the cost of living crisis is exacerbating a complex twin problem of malnutrition and obesity;
iii. while many families cannot afford to buy food, many households can only afford the cheapest, most highly-processed meals, high in calories, low in nutrients; and
iv. people face a poverty of time and money and we’ve lost our connection between how we produce and how we eat our food;
e) the 2022 to 2023 National Survey for Wales reported that 3 per cent of households had received food from a food bank in the last 12 months with a further 3 per cent saying they hadn’t, but had wanted to; and
f) the National Survey also reported 5 per cent of adults stating there was at least one day in the previous fortnight where they had gone without a substantial meal.
2. Calls on Welsh Government to:
a) re-commit to the UN’s 2nd Sustainable Development Goal to eliminate hunger by 2030;
b) set out how it will work cross-government and across civil society in Wales to achieve this goal; and
c) engage fully and openly with all viable proposals which will contribute to achieving the Sustainable Development Goal of eliminating hunger in Wales by 2030.
