After 'crisis' insert:

‘including taking action to:

a) bring empty properties back into use;

b) restore the right to* buy in Wales;

c) scrap the land transaction tax for first-time buyers;

d) value the contribution that responsible registered landlords make to providing suitable accommodation for tenants; and

e) bring forward legislation on building safety.’
