To propose that the Senedd:

1. Notes a proposal for legislation relating to second homes.

2. Notes that the intention of the legislation would be:

a) to reform planning use classes to create a 'second home' use class;

b) to double the higher rate of land transaction tax immediately for an initial period of six months;

c) to update the law that means that it is not necessary to pay a penny of council tax on some second homes at present; and

d) to treble the maximum council tax premium that can be charged on second homes to at least 200 per cent.
