NNDM7077 - Debate on Members’ Legislative Proposal

To propose that the National Assembly for Wales:

1. Notes a proposal for a Bill to establish an ethical framework for the building of new residential houses in Wales.

2. Notes that the purpose of the Bill would be to:

a) abolish the building of leasehold residential houses in Wales and thereby remove the financial unfairness and uncertainty that is inherent within these contracts;

b) abolish the practise of inserting management fee clauses into freehold contracts in Wales and thereby remove the financial unfairness and uncertainty that is inherent within these contracts;

c) introduce a 'default option', which places a requirement on developers to install services (including broadband) to the highest available specification in all new build properties in Wales;

d) place a requirement on developers to ensure that wildlife and wildlife habitat on 'banked land' in Wales is protected;

e) introduce a levy on developers in Wales to contribute to a 'community fund' in order to ensure that the planning appeals process is more equitable.
