Cofnodir y trafodion yn yr iaith y llefarwyd hwy ynddi yn y pwyllgor. Yn ogystal, cynhwysir trawsgrifiad o’r cyfieithu ar y pryd. Lle mae cyfranwyr wedi darparu cywiriadau i’w tystiolaeth, nodir y rheini yn y trawsgrifiad.
The proceedings are reported in the language in which they were spoken in the committee. In addition, a transcription of the simultaneous interpretation is included. Where contributors have supplied corrections to their evidence, these are noted in the transcript.
Cyfarfu’r pwyllgor yn y Senedd a thrwy gynhadledd fideo.
Dechreuodd y cyfarfod am 09:30.
The committee met in the Senedd and by video-conference.
The meeting began at 09:30.
Croeso i chi i gyd i gyfarfod y Pwyllgor Newid Hinsawdd, yr Amgylchedd a Seilwaith. Mae hwn yn gyfarfod sy'n cael ei gynnal mewn fformat hybrid, ac mae eitemau cyhoeddus y cyfarfod yn cael eu darlledu'n fyw ar Senedd.tv. Mi fydd yna hefyd gofnod o'r trafodion yn cael ei gyhoeddi yn ôl yr arfer. Mae hwn yn gyfarfod dwyieithog, felly mae yna offer cyfieithu ar y pryd ar gael i unrhyw un sydd ei angen e, o'r Gymraeg i'r Saesneg. Os bydd y larwm tân yn canu—a dydyn ni ddim yn disgwyl iddo ganu—dylai Aelodau adael yr ystafell drwy'r allanfeydd tân a dilyn cyfarwyddiadau gan y tywyswyr a staff. Gaf i ofyn i bawb sicrhau bod unrhyw ddyfeisiau symudol sydd gennych chi wedi'u rhoi ar y modd tawel? Gaf i ofyn hefyd a oes gan unrhyw un unrhyw fuddiannau i'w datgan? Nac oes.
Welcome to you all to this meeting of the Climate Change, Environment, and Infrastructure Committee. This is a hybrid-format meeting, and the public items of this meeting are being broadcast live on Senedd.tv. A record of the proceedings will also be published as usual. This is a bilingual meeting and therefore simultaneous translation is available, for anybody who may need it, from Welsh to English. If the fire alarm sounds—and we don't expect a fire alarm today—Members should leave the room by the marked fire exit and follow instructions from the ushers and staff. Can I ask all Members to ensure that all mobile devices are switched to silent mode? Can I also ask whether anybody has any declarations of interest to make? No.
Gaf i symud at yr ail eitem? Mae yna bapurau i'w nodi—nifer ohonyn nhw—o eitem 2.1 i eitem 2.14 yn y pecyn. Oes yna unrhyw faterion mae rhywun am eu codi neu eu nodi? Carolyn.
Can I move to the second item? We have papers to note—a number of papers to note—from item 2.1 to item 2.14 in the pack. Are there any issues that people would like to raise from the papers? Carolyn.
Just regarding item 2.13, the UK emissions trading scheme, the attached document is a letter from the Deputy First Minister and Cabinet Secretary for Climate Change and Rural Affairs to the Chair in relation to the UK ETS authority consultation on regulating cross-boundary carbon capture and storage pipelines. I will respond to this individually. I just want to have clarification that this will be coming back to the next Senedd. I still have concerns that capturing carbon dioxide is still innovative. I know the Health and Safety Executive said that the behaviour of carbon dioxide in its purest form is still relatively unknown. My concern is whether there will be proper planning consultation with residents and local authorities and that it is not just rushed through by the industry. It says the
'consultation is aimed at anyone with an interest in CCS policy in the UK ETS, especially companies who plan to operate CCS pipelines.'
I believe that residents should also have an interest in the community that it's going through. Thank you. I just wanted to raise that.
Of course. There we are. We would encourage everyone to participate in all consultations, I'm sure. Thank you for making that clear.
Gan mai hwn yw diwedd y darn cyhoeddus o'r cyfarfod, dwi jest eisiau ategu'r diolchiadau y gwnes i yr wythnos diwethaf yn y cyfarfod llawn olaf oedd gennym ni. Dwi eisiau diolch i'r clercod, i'r tîm ymchwil a'r tîm cyfreithiol am yr holl waith maen nhw wedi'i wneud gydol y Senedd yma gyda phob darn o waith mae'r pwyllgor yma wedi mynd i'r afael ag ef. Mae eich cefnogaeth a'ch cyfraniad chi wedi bod yn aruthrol ac yn bwysig i ni fel Aelodau inni fedru cyflawni ein rolau.
Dwi hefyd eisiau diolch i'r Ysgrifenyddion Cabinet a'r Gweinidogion sydd wedi ymwneud â'r pwyllgor, a phob rhanddeiliad sydd wedi ymwneud â ni hefyd, boed hynny drwy ddangos o'n blaenau ni, cyfrannu i ymchwiliadau neu fod yn rhan o unrhyw ddigwyddiadau sydd wedi cael eu cynnal. Ond yn bennaf dwi eisiau diolch i aelodau'r pwyllgor, y rhai presennol a'r rhai blaenorol, am y gwaith rydych chi wedi'i gyflawni hefyd. Dwi'n teimlo bod y pwyllgor yma wedi gwneud sifft sylweddol o waith yn ystod y Senedd yma, yn enwedig mewn termau deddfwriaethol, yn bendant.
Dwi'n dymuno'n dda i chi i gyd fel Aelodau, y rhai ohonoch chi sy'n gobeithio bod yn ôl yma ar ôl mis Mai, ond hefyd i'r rhai sydd wedi penderfynu na fyddan nhw'n dychwelyd. Yn benodol i Julie a Joyce, dwi eisiau diolch i chi'ch dwy am y gwaith aruthrol rydych chi wedi'i wneud, nid yn unig yn y pwyllgor yma, ond i fywyd cyhoeddus dros nifer fawr o flynyddoedd. Dwi'n gwybod fy mod i'n siarad ar ran pob un ohonom ni wrth ddymuno'n dda i chi ar ba bynnag drywydd rydych chi'n dewis ei droedio ar ôl yr etholiad. Felly, diolch o galon.
As this is the end of the public part of the meeting, I'd just like to endorse the thanks I made in the last meeting. I would like to thank the clerks, the research team and the legal team for all the work that they've done in this Senedd and with each piece of work that this committee has undertaken. Your support and your contribution have been incredible and it's so important to us as Members to be able to fulfil these roles.
I'd also like to thank the Cabinet Secretaries and the Ministers that have engaged with the committee and every stakeholder that has taken part, either by submitting oral evidence to us or through being a part of the events that we've held. But I'd like to thank Members, past and present, for all the work that you've undertaken also. I do feel that this committee has done a significant shift of work and has completed a lot of work during this Senedd, especially in legislative terms.
I'd like to wish you all well as Members, those of us who hope to be back here in May, but also those who have decided not to return. Specifically Julie and Joyce, I'd like to thank you both for the incredible work that you've done, not only in this committee, but in public life for a number of years. I know that I speak on behalf of everyone when I wish you well on any path that you wish to undertake after the election. So, thank you very much.

Motion moved.
Dwi'n cynnig, felly, yn unol â Rheol Sefydlog 17.42(vi), fod y pwyllgor yn penderfynu cwrdd yn breifat am weddill y cyfarfod hwn. Ydy Aelodau'n fodlon? Pawb yn fodlon. Dyna ni. Mi arhoswn ni am eiliad tan inni fynd i sesiwn breifat. Diolch i chi i gyd.
I propose, therefore, in accordance with Standing Order 17.42(vi), that the committee resolves to exclude the public from the remainder of this meeting. Are Members content? Yes, everyone is content. We'll wait a moment until we're in private. Thank you very much.
Derbyniwyd y cynnig.
Daeth rhan gyhoeddus y cyfarfod i ben am 09:34.
Motion agreed.
The public part of the meeting ended at 09:34.
