The proceedings are reported in the language in which they were spoken in the committee. In addition, a transcription of the simultaneous interpretation is included. Where contributors have supplied corrections to their evidence, these are noted in the transcript.

Dechreuodd y cyfarfod am 14:00.

The meeting began at 14:00.

1. Cyflwyniad, ymddiheuriadau, dirprwyon a datgan buddiannau
1. Introductions, apologies, substitutions and declarations of interest

Good afternoon, can I welcome members of the public and Members to this afternoon's meeting of the External Affairs and Additional Legislation Committee? Can I just do a bit of housekeeping first of all, please? Can I remind Members that this meeting is bilingual? If you require simultaneous translation from the Welsh to English that is available on the headphones; that's channel 1. However, if you require amplification, that's also available on the headphones, but that's channel 0. Can I ask people to switch their mobile phones off or onto silent, and any other electronic equipment that may interfere with the broadcasting equipment? There is no scheduled fire alarm this afternoon, so, if one does occur, please follow the directions of the ushers to a safe location. Do any Members have an interest that they wish to declare at this point in time regarding today's business?

2. Papurau i’w nodi
2. Papers to note

We move on to item 2 of business, which is papers to note. The first one is correspondence from the Counsel General and Brexit Minister with regard to our report on freedom of movement after Brexit, the implications for Wales. Members may be interested to note—a reminder—that there is a debate on Wednesday of this week on that report, in which the response from the Welsh Government will be discussed and questioned, and the Counsel General will have an opportunity to answer some of the points we may wish to raise on that response in our contributions.

The second paper to note is correspondence from the First Minister regarding the EU (Withdrawal Agreement) Bill. Again, we will be having a debate on that tomorrow, when the legislative consent motion is being debated. That has been put forward by the Welsh Government.

The third paper to note is correspondence from the Minister for International Relations and the Welsh Language regarding the international strategy and its publication last week. Are Members content to note all three? They are. Thank you for that.

3. Cynnig o dan Reol Sefydlog 17.42(vi) i benderfynu gwahardd y cyhoedd o weddill y cyfarfod
3. Motion under Standing Order 17.42(vi) to resolve to exclude the public from the remainder of the meeting

Cynnig:

bod y pwyllgor yn penderfynu gwahardd y cyhoedd o weddill y cyfarfod yn unol â Rheol Sefydlog 17.42(vi).

Motion:

that the committee resolves to exclude the public from the remainder of the meeting in accordance with Standing Order 17.42(vi).

Cynigiwyd y cynnig.

Motion moved.

Item 3 on the agenda is a motion under Standing Order 17.42(vi) to resolve to exclude the public from the remainder of this meeting. Are Members content to move into private session?

We will now, therefore, move into private session.

Derbyniwyd y cynnig.

Daeth rhan gyhoeddus y cyfarfod i ben am 14:02.

Motion agreed.

The public part of the meeting ended at 14:02.
