Welcome, everyone, to this meeting of the Equality, Local Government and Communities Committee. I'm pleased to welcome Members back to this new Assembly term. We haven't received any apologies for today, but I know that Huw Irranca-Davies is experiencing transport difficulties but should be with us before too long.
Item 1, then, is introductions, apologies, substitutions and declarations of interest. Are there any declarations of interest? No. Okay.
We move on to item 2, then, which is papers to note. We have a considerable number of papers to note today, one of which we will, I suggest, deal with in the later private session. That's paper 12, which includes a private paper from the Llywydd and Business Committee, and that relates to a suggested revised remit for this committee in light of the legislation on the Public Services Ombudsman for Wales and the new powers that that office holder will have. Is committee content to deal with that particular paper in the later private session? Okay. Thanks very much.
Are there any issues on any of the other papers to note? The first one, paper 1, is from the inter-ministerial group on paying for social care. It's an offer, really, to meet Chairs to discuss the way forward and also suggests a technical briefing for committees prior to Christmas. So, we can proceed with that in due course.
Paper 2 is regarding the common UK policy frameworks. We wrote as a committee to Ministers, asking if there were any common UK policy frameworks within their responsibilities that were also within the responsibilities of this committee. So, we've had various responses to that, some of which are included in the other papers to note today.
Papers 3 and 4 relate to our inquiry into voting rights for prisoners and, of course, the debate in Plenary session will take place next week. We were basically seeking clarity in these letters and a response regarding our primary recommendation in many ways that prisoners should be allowed to vote if they're serving sentences of four years or less. And we wanted to know who is responsible in terms of a response, really, either the Llywydd or Welsh Government. There seems to be a divergence of view, but we've had a response from the Llywydd on that.
Paper 5 is further information regarding our inquiry into benefits in Wales.
Paper 6: additional information regarding our inquiry into empty homes, and obviously we will deal with that in private session later today.
Paper 7 is additional information from Julie James as Minister for Housing and Local Government regarding our inquiry into fire safety in high-rise buildings.
And then paper 8 again relates to the common UK policy frameworks and is a letter from Jane Hutt stating that there are no frameworks within her responsibilities relevant to this committee.
Paper 9 is a letter from the Future Generations Commissioner for Wales regarding her first report, and offering the committee the opportunity to make suggestions regarding its content and recommendations.
Paper 10, again, relates to common UK policy frameworks. It's from Julie James, Minister for Housing and Local Government. And, again, there are no such frameworks identified within her responsibilities that relate to this committee's responsibilities.
And finally, then, paper 11 is considering the Welsh Government's draft budget and it's our request for further information.
